ISAAC E. RICHARDSON
Deputy Director

Ike Richardson has built a distinguished leadership career spanning more than 37 years, including 31 years in the U.S. Navy, where he attained the rank of Rear Admiral. His experience includes strategic direction of large, complex organizations such as the naval aircraft carrier program. Following his military career, he joined the Transportation Security Administration as the first Federal Security Director assigned to Chicago O'Hare International Airport.

He has safely managed large workforces in high-tempo/high-hazard operations, including the New Doha International Airport development project; the Reagan Test Site missile range on the remote Kwajalein Atoll, and the USS Nimitz nuclear-powered aircraft carrier.

Richardson's program management experience also demonstrates his exceptional negotiating skills. For example, as the Deputy Director for U.S. Plans and Policy in Europe and Africa, he negotiated multiple inter-country basing agreements and military policies with senior military and government officials throughout the 91-country area of responsibility, both in peace and during times of conflict. He also oversaw the storage and compliance programs for pre-positioned U.S. nuclear weapons assigned to NATO allies throughout Europe.

As Director of Operations for Bechtel, he was responsible for business development, program management, and oversight of several projects in the Middle East. In Qatar, he oversaw the reclamation of the 22-square-kilometer airport site and the disposal of more than 8.5 million cubic yards of environmental waste. Under his management, the project achieved three periods of 5 million person-hours worked without a lost-time accident, and the project was named Bechtel's ES&H project of the year in 2007. This position built on Richardson's successful leadership as the Managing Director of Aviation for Bechtel's civil infrastructure business line during 2006-2007; in that role, he was responsible for guiding Bechtel's aviation projects worldwide.

Richardson holds a master of science in aeronautical systems from University of West Florida, a master of arts in strategy and policy from the Naval War College, and a bachelor of engineering in mechanical engineering from Vanderbilt University. In addition, Richardson has completed Executive Fellowships in Negotiations and Policy at the Maxwell School of Public Administration, Syracuse University and in Strategy and Policy at the JFK School of Government, Harvard University.
