Air Quality Violators Pay Over $336K in April
The Maricopa County Air Quality Department announces $336,939.50 in air quality violation settlements made during the month of April 2007. A list of all settlement cases for the month of April are listed at the bottom of this document including the following three:
RJ Springer Construction, LLC signed a $27,327 settlement agreement on April 3rd for eight alleged dust control violations. Those violations include: failure to implement control measures before, after and while conducting dust generating operations, failure to install, maintain and use a suitable track-out control device, and failure to immediately clean up track-out. The location of the violations occurred at the following two locations: 299th Ave. & Roosevelt St. in Buckeye and Grand Ave. & Patton in Wittman, AZ. The RJ Springer Construction office is located 7119 E. Shea Boulevard #109 PMB 237 in Scottsdale. Payment will be paid in 12 installments and will be paid in full on April 1, 2008.
Coffman Specialties, Inc. signed a settlement agreement for $20,920 on April 27th for nine alleged air pollution violations. Those violations include: failure to immediately clean up track-out, failure to keep the permit clearly visible and accessible on-site, failure to erect and maintain a project information sign, failure to keep a daily written log recording the control measures in the dust control plan, failure to install and maintain a suitable track-out control device, failure to stabilize unpaved haul/access roads, failure to limit fugitive dust emissions and failure to comply with work practices of an approved dust control plan. These violations occurred at two locations: Grand & 59th Avenue and Higley Road & Queen Creek. The Coffman Specialties’ office is located at 4375 Jutland Drive #260 in San Diego, CA. The penalty is due in full on June 6, 2007.
Earlie Homes, LLC signed a settlement agreement for $13,880 on April 3rd for six alleged air pollution violations. Those violations include: failure to meet stabilization requirements for unpaved haul/access roads, failure to use a water application system on site while conducting dust generating operations, failure to install and maintain a suitable track-out control device, failure to immediately clean up track-out, carry-out and spillage and failure to obtain a dust control permit. The violations occurred at two locations: 35th Avenue & Broadway Road and 90th Street & Cactus. The Earlie Homes, LLC office is located at 3131 E. Clarendon Avenue #107 in Phoenix. Payment was received in full on April 4, 2007.

Enforcement action taken on local companies violating clean air rules and regulations will be published by the department on a monthly basis.
If you see an air quality violation, you are encouraged to call the Air Quality Department at 602-372-2703. You may also report a violation on our website. Remember to provide as much detail as possible including location of the violation, date, time and information on what you see.
How to read the table: The “Notes” column ties the alleged air quality violation to air pollution control rules and regulation numbers. Details on those rule numbers may be found on our website: http://www.maricopa.gov/aq/divisions/planning.aspx.
