Offshore Information The Offshore Energy and Minerals Management (OEMM) program manages the Outer Continental Shelf mineral leasing program and regulates the safe and environmentally sound exploration and production of our Nation's offshore natural gas, oil, and other mineral resources. The OEMM is headquartered in Washington, D.C. (and Herndon), with regional offices in Alaska (Alaska Region), Louisiana (Gulf of Mexico Region), and California (Pacific Region). The OEMM conducts and sponsors research about the diverse aspects of the Nation’s Outer Continental Shelf (OCS). This information is made available to MMS, State and local governments, industry, and environmental specialists for making sound decisions about the safe use, protection, and development of the Nations land and mineral resources on the OCS.
