Management Division Serving Justice - Securing Results
The Department of Justice spends over $2 billion annually on information
technology. As provided in the Clinger-Cohen Act of 1996, the Chief
Information Officer is required to develop and update a Department-wide
strategy for the use of information technology, establish an information
technology architecture and ensure that component investments conform
with the overall strategy and the detailed architecture.
IT Investment Management - The CIO has established a formal
IT investment management (ITIM) policy and process to ensure that investment
decisions are aligned with the strategic goals of the Department, are
well-planned and justified, fit within the Department's overall IT strategy
and enterprise architecture, and are managed effectively throughout
the life cycle. The ITIM is designed to ensure disciplined management
of IT investments and the involvement of Department and component leadership
in the assessment of cost, risk, and return for all proposed expenditures
on IT.
Management of CIO Resources - CIO activities are financed through
direct appropriations and Working Capital Fund earnings.
Planning and management activities are generally financed from funds
available for the General Administration of the Department of Justice.
Enterprise-wide activities are financed by direct appropriations
assigned to those activities, e.g., JCON, JABS, and IWN.
The operation of IT facilities, e.g., the Data Center, telecommunications
services, internet access and email services, is financed through
user fees collected from the entities using these facilities.
Finance Staff
The Finance Staff develops and promulgates
policies and standards pertaining to financial and accounting activities
of the Department and reviews their implementation; develops, maintains,
and administers the Departmental Financial Management Information System;
directs an operating account program which supports operational processing
of the funds flowing to, from, and within the Department; directs automated
employment system which, except for the FBI, supports records processing
for personnel functions and provides payroll accounting services for
all employees of the Department in its contacts with all Federal departments
and agencies regarding finance and accounting policies, standards, systems,
and activities.
Budget Staff
Exercising innovative, forward looking leadership. Encouraging initiative
and risk-taking by employees and managers at all levels. Improving communication--between
individuals, between groups, and between offices--at all levels and in
all directions.
