Several
Working Groups, Subcommittees and Ad Hoc Groups have been established
by the Sanctuary Advisory Council to address specific issues or
topics that require focused attention and/or are best handled

WORKING
GROUPS
Working Groups are composed of SAC members and
persons outside the Council. All Working Groups are chaired by
a member of the Council and function under the purview of the
SAC. A number of standing Working Groups have been formed to provide
the Council with ongoing input on such areas as education, fishing,
conservation issues, port and harbor interests, and military activities.
In addition, task-specific Working Groups are occasionally established
by the Council to address specific issues, and then are disbanded
once final advice is submitted to the SAC.
As with all SAC meetings, Working Group meetings are open to the
public, and participation is welcomed. The list below provides
e-mail links to Advisory Council and Sanctuary staff contacts

Research
Activities Panel (RAP)
Summary
of Responsibilities:
The primary purpose of the RAP will be to review research priorities
related to management of the Sanctuary, to promote, encourage
and review research projects in the Sanctuary, and to provide
scientific advice to the Sanctuary Advisory Council. In addition
the RAP will assist Sanctuary management with the organization
and dissemination of information about research activities within
the Sanctuary and provide a mechanism for facilitating the integration
of marine research and policy.

SUBCOMMITTEES
AND AD HOC GROUPS
SAC Subcommittees and Ad Hoc Groups are formed occasionally to
address short-term tasks or issues. The SAC utilizes subcommittees
and ad hoc groups to organize members into small working units
based on shared interests or expertise, or simply given a need
to work more efficiently in a smaller group setting. Subcommittees
and Ad Hoc groups are composed only of SAC members or alternates.

Subcommittee
on Large Cetaceans and Shipping
Task:
With regard to the possibility of large ships striking blue whales
within the Santa Barbara Channel region, the Subcommittee will
make short term (2008) recommendations to the Sanctuary Advisory
Council on precautionary steps and emergency response actions
that agencies and other parties can take. The Subcommittee will
also discuss and detail expectations and roles of a future potential
working group to address longer-term solutions to reducing ship
strikes.

Quality Subcommittee

Tasks: 1) to synthesize and provide to the SAC information about

and the Channel Islands; 2) to provide advice on how the SAC should
proceed with regard to developing a recommendation on how CINMS
should address water quality threats to Sanctuary resources.

Hoc Group on Socio-Economic Monitoring of Marine Reserves

Task: Working closely with NOAA economists, to provide advice
on how the SAC and CINMS should proceed with regard to developing

marine reserves at the Channel Islands.

Hoc Group on Enforcement of Marine Reserves
Status:
Disbanded
Tasks: 1) To consult with
law enforcement agency representatives to offer advice on how
plans for the enforcement of marine reserves (yet to be established)
at the Channel Islands can be made effective and responsive to
user group concerns; 2) to work through the SAC to bring draft
enforcement planning ideas to the public for review and give the
community an opportunity to provide additional input.
