Certification for Federal Employees Serving on Initial Review Groups or Special Review Committees
1. Federal employees who are performing initial review group (IRG) or special review committee duties as part of their Federal employment responsibilities, cannot be paid a consultant fee. Travel expenses (per diem and transportation costs) may be reimbursed by the National Institutes of Health (NIH).
2. Federal employees with a joint appointment at a university may receive a consultant fee for IRG or special review committee duties, provided that those duties are performed under their set of university responsibilities. Travel expenses may be reimbursed by the NIH.
3. In order to receive a consultant fee, individuals with joint appointments at universities performing consultant duties under their university set of responsibilities must make the following certification.
