Shannan Higgins
Deputy Assistant General Counsel for Division of Regulatory Services

Shannan Higgins joined the Office of General Counsel as Deputy Assistant General Counsel for the Regulatory Services Division in November 2004. This division is responsible for managing the development of the Department's regulations and providing guidance and advice on regulatory matters.

Before joining the Office of General Counsel, Ms. Higgins practiced law at the law firm of Dow, Lohnes & Albertson, PLLC, where she had been an associate since 1999. During her time at Dow, Lohnes, she represented clients on a broad range of intellectual property, regulatory and contractual matters.

Ms. Higgins received a B.A., magna cum laude, in English and American Literature and a B.A. in Womens' Studies in 1996 from Brown University. Ms. Higgins received her J.D. in 1999 from the Georgetown University Law Center where she was very active in the Equal Justice Foundation and served as an articles editor for the Georgetown Journal of Legal Ethics.
