Update: ART Special Examining Unit 

Open Continuous Announcement and Standing Registers


Most ART vacancies are announced through the SEU on USAJOBS as "case exams." A case exam is a one-time announcement for a specific job at a specific location and is normally open for a 5-day period. Open continuous announcements (standing registers), are the exception to case exams and are established when there is a need to maintain a standing inventory of qualified applicants for various vacancies/locations.

The SEU currently has four open continuous announcements which opened January 2012 and will be extended each January thereafter.

· Aircraft Engine/Propeller Mechanic, WG-8602-10
· Electronic Integrated Systems Mechanic, WG-2610-12
· Aircraft Mechanic (Fixed Wing), WG-8852-10

Applications for open continuous announcements (standing registers) have a monthly cutoff. This means that those applications received by the 25th of each month will be processed for issuing certificates the following month.

For example, applications received by Aug. 25 would potentially be referred for vacancies starting Sept. 1. All applications received by Sept. 25 would potentially be referred on vacancies starting Oct.. 1.

Effective August 2012, the SEU is adding a NEW open continuous announcement (standing register) to the list:

· Aerial Refueling Technician (Instructor), GS-2185-10.

It will open through Jan. 1. 2013. This register will also have a 25th of the month cut-off and be maintained as the three wage grade registers listed above. Note that no certificates will be issued from this new register until Sept. 1, 2012 to allow applicants time to apply and build the applicant inventory.

Quarterly Standing Register (not open continuously):

· The Administrative Support Assistant (Office Automation), GS-303-05/06

This standing register is announced once a quarter for five business days. There is no monthly cut-off and only those applications received during the open announcement period for each quarter will be rated for vacancies (RPAs) received for that corresponding quarter.

The next Administrative Support Assistant (Office Automation), GS-303-05/06 quarterly announcement open dates will be 1-8 Oct 2012 in USAJOBS. Applications will not roll over, meaning those who have previously applied must reapply to the 1-8 Oct 2012 announcement if they want consideration for any vacancies received by the SEU 1 Oct - 31 Dec 2012. Please note that once the announcement closes, no additional documentation will be accepted.

An Air Reserve Technician (ART) carries dual status, working as a full-time Department of Defense civil service employee and as Reservist performing the same job in an Air Force Reserve Command unit.

ARTs are full-time civilian employees who are required to serve as members of the Air Force Reserve one weekend a month and at least 14 days a year of annual training. On these weekend Unit Training Assemblies (UTAs) and during their annual two-week tour of duty, ARTs train with fellow reservists.

During the normal five-day workweek, ARTs perform as civilians, maintaining and operating reserve facilities in direct support of their unit.
