In Denver the intervention focused on injection drug users, and was known locally as Project REACH. The intervention was implemented in three neighborhoods: two predominately African-American areas on the east side of Denver, and one predominately Hispanic area on the west side of town. One of the areas included two bars that were distribution points for heroin and crack cocaine. The other two locations were large public housing areas.
The Denver project was conducted by the Department of Public Health, Denver Health and Hospitals, under the leadership of David Cohn, M.D., Franklyn Judson, M.D., and Cornelis Rietmeijer, M.D., M.S.P.H. Other key staff included:
