Description: Surplus Line Agents place insurance with eligible surplus line insurers (non-admitted insurance) companies. They typically sell insurance to individuals or firms involved in high risk categories or extraordinary situations.

Duration: Annual
Fees - application, exam, etc.:  Initial: $30, plus $45 license fee.
Renewal: $45 if postmarked by the license expiration date. After the license expiration date, and additional $45 penalty is due.

Examination Information:
  • Exam Time: By appointment only.
  • Exam Locations: Eugene, Portland, Mount Lake Terrace, WA, Puyallup, WA, and Boise, ID.
  • Exam Passage Rate: 70 percent or higher.
  • Exam Repeat: No restrictions.
  • Exam Cost: $55.

Continuing Ed Requirements: Information for Insurance Agent/Producers

For Renewal:
  • 24 continuing education hours are required thereafter for each renewal period.
  • All agents must include 3 continuing education hours of Oregon law and 3 continuing hours of ethics for insurance agents at each renewal.


Registered CE Providers (called Registered Proctors). To find online providers do a google.com search on either "CE providers" or "continuing Oregon education" (without the quotes).

Insurance Requirements: None
Prerequisites:
  • Have a residence or place of business in Oregon.
  • Must disclose any criminal convictions.
  • Pass written exam.
  • Must have property and casualty license.
Application Form: Individual Insurance License Application Form 440-3000.
Renewals: Required Documentation
  • Either originals or copies of course completion certificates.
  • Signed renewal notice or signed statement acknowledging agent has had no conviction of a misdemeanor or felony in the last two years. If so, they must provide details with the renewal request.

Additional Information
The renewal fee and course completion certificates must be postmarked by the license expiration date or a $45 penalty fee applies.

Effective January 1, 2008 - A license issued to an individual insurance producer expires biennially in the month of the individual's birthday.
