Description: Note that this is not the Mortuary & Cemetery Board's website.

The Oregon Mortuary and Cemetery Board (Board) is authorized to recognize embalmers from other states, provided the applicant can show proof that he / she has been licensed and has practiced as an embalmer in another state for three of the five years immediately preceding the application date, has complied with requirements in the state in which he / she was licensed with requirements substantially equal to Oregon's requirements, and the license is in good standing.
Statutes, Rules, Ordinances: ORS 692.140
OAR 830-020
Duration: Biennial registration
Fees - application, exam, etc.:  Reciprocal Application: $160
Responsible Agency: Mortuary and Cemetery Board
Examination Information: The International Conference of Funeral Service Examining Boards Inc will now be administering the Oregon State Embalmer Examination via a computer-based exam. The examination will not be given at the Board's office; it will be available at Pearson Professional Centers to eligible candidates. Registration for either the State or National Embalmer exam is available from the Board's website or office upon request.

All applications for embalmer licenses by examination, accompanied by the examination fee prescribed by ORS Chapter 692, must be received in the office of the Board at least 30 days before the examination is held, or be postmarked before midnight of that date.

The fee for the embalmer exam (written or practical) is $130 to $400 (depending on the cost to the Board).

If the Board deems it necessary, the applicant for an embalmer's license may also be required to pass an examination testing his qualifications as to the practical application of his knowledge.

An applicant for an embalmer license must obtain a passing score on the Oregon embalmer exam, that shall include two sections, funeral service arts and funeral service sciences, and must receive an average score of at least 75 percent on the sections with not less than 70 percent on either of these two sections. However, Oregon is now able to accept the National Board embalmer examination as administered by the International Conference of Funeral Service Examining Boards, Inc. (Conference), in lieu of the Oregon embalmer examination.

If an applicant for an embalmer's license fails to satisfactorily complete the examination, he may retake the examination the next time it is given upon payment of the full examination fee. The examination fee shall not be returned to an examinee once he takes the examination. Test results will be mailed to examinees within 30 days after completion of the examination. Exams are not reviewable by examinee, pursuant to the Public Records Act, ORS Chapter 192.
Continuing Ed Requirements: Although under ORS 692.160(3) the Board has statutory authority to impose continuing education requirements as a prerequisite for licensure, the Board has not yet imposed such requirements.
Prerequisites: An applicant for reciprocal licensure shall apply to the Board on a form provided by the Board. The application shall be accompanied by the following: satisfactory proof of high school graduation or equivalency; a certified copy of the applicant's birth certificate; written evidence of graduation from an accredited funeral service education program; certified documentation the state(s) applicant is licensed in which includes: written examination scores, date licensed and status of embalmer license at the present time, whether the applicant's license has ever been suspended or revoked or other disciplinary action taken; proof that the applicant is licensed and has practiced as an embalmer in another state for three of the five years immediately preceding the application date; and an authorization signed by the applicant for the Board to perform a thorough background investigation as described in ORS 692.025(7).

All applicants for licenses must consent to a background check, including information solicited from the Department of State Police.

At no time shall a license be issued to a reciprocal applicant before a complete background check has been performed and Board approval has been received.
