FBI Director Robert S.
Mueller, III, today announced the selection of Special
Agents in Charge for FBI field offices in Columbia,
SC; Jacksonville, FL; Los Angeles, CA; Milwaukee, WI;
New York, NY; Philadelphia, PA; Springfield, IL; and
Tampa, FL.
Director Mueller selected
the following individuals to oversee FBI operations
in their respective regions:
• James K. Schweitzer,
SAC Columbia: Mr. Schweitzer, 49, has previously been
Chief of the Instruction Section, Training Division;
Assistant SAC of the Jacksonville field office; and
a field supervisor in the Atlanta field office. He also
served in investigative and supervisory roles in the
Atlanta and New York field offices and in the former
Intelligence Division at FBIHQ.
• William R. Falls, SAC
Jacksonville: Mr. Falls, 56, recently served as Acting
Deputy Assistant Director for Personnel Assistance and
Facilities Management, Administrative Services Division.
He has previously been Assistant SAC of the Richmond
field office; Senior Supervisory Resident Agent in the
Fredricksburg, VA, Resident Agency; and worked in the
Office of Public and Congressional Affairs and in the
Information Management and the Inspection Divisions.
Mr. Falls also worked as an investigator in the Denver,
New York, and Dallas field offices.
• Jana D. Monroe, SAC
Los Angeles: Ms. Monroe, 47, has previously been Assistant
SAC of the Denver field office and as a supervisor in
the Training Division, where she worked in the Behavioral
Science, Investigative Support, and Criminal Investigative
Analysis Units and the Critical Incident Response Group.
She has also worked as an investigator in the Tampa,
San Diego, and Washington field offices. Ms. Monroe
worked as a probation officer and a police officer before
joining the FBI.
• David B. Mitchell, SAC
Milwaukee: Mr. Mitchell, 53, has recently been an Inspector
with the Inspection Division and has previously served
as Assistant SAC of the New Orleans field office and
Senior Supervisory Resident Agent in the Rossville,
GA, Resident Agency. He has also served as a supervisor
in the FBIHQ Criminal Investigative Division and investigated
international terrorism and general criminal matters
in the New Orleans and New York field offices.
• Joseph Billy, Jr., SAC
New York: Mr. Billy, 43, has recently served as Acting
Assistant Director for Training in Quantico, VA. He
has previously been Assistant SAC of the New York field
office and a supervisor in the now-Counterintelligence
Division. Mr. Billy also worked as an investigator in
the New Haven and New York field offices.
• Jeffrey A. Lampinski,
SAC Philadelphia: Mr. Lampinski, 45, has recently served
as Acting Assistant Director for Finance and was SAC
Louisville. He has previously been Assistant SAC of
the New Orleans field office and a field supervisor
in the Norfolk field office. Mr. Lampinski has also
worked in the New Orleans and Boston field offices and
in the Criminal Investigative Division.
• Herbert Cousins, Jr.,
SAC Springfield: Mr. Cousins, 53, has previously been
Chief of the Operational Support Section, Criminal Investigative
Division, and Assistant SAC of the Houston field office.
He has also served as an investigator in the Omaha,
San Diego, and Miami field offices and as an Assistant
Inspector in the Inspection Division.
• James F. Jarboe, SAC
Tampa: Mr. Jarboe, 53, has previously served as Chief
of the Domestic Terrorism Section, Counterterrorism
Division, and as Assistant SAC of the Salt Lake City
field office. He has also been a field supervisor in
the Memphis field office and an investigator in the
St. Louis and Los Angeles field offices.
All FBI field offices
are headed by a Special Agent in Charge, with the exception
of the field offices in New York City, Los Angeles,
and Washington, DC, which, due to their size, are headed
by an Assistant Director in Charge supported by a number
of SACs with specific investigative program oversight
responsibilities.
