Policies and Programs

Policies and Programs supports, guides and monitors human resource management in the Government of Manitoba by providing strategic planning, reporting, policy and program development and human resource systems development.
In short, we help managers to better manage their human resources.  Most of our work is behind the scenes, but it touches every employee of the civil service of Manitoba.

More specifically we:

  1. Analyze best practices, trend data and demographic information to provide the environmental context for human resource management in the Government of Manitoba.

  2. Develop and implement corporate human resource policies, such as Values and Ethics and Respectful Workplace, which meet emerging workplace needs and legislative requirements.  We also monitor for consistent application of these policies.

  3. Recommend, develop and introduce new human resource initiatives and programs that promote the strategic human resource objectives of the civil service of Manitoba.

  4. Audit and report on human resource activities in government.

  5. Work closely with Information and Communications Technologies Services (ICTS) to ensure the development and implementation of information systems, like SAP, that support human resources functions and enable informed human resource decision-making.

  6. Develop and implement the corporate human resource planning and reporting framework that links human resource activities to strategic objectives and measures outcomes of those activities.
