The Administrative Services Division consists of the following business areas; Administrative Services, Financial Services, Human Resource Services, Information Technology Services, Occupational Safety, Health & Risk Management and Strategy & Planning.

This division provides administrative oversight for the Highway Traffic & Motor Transport Board, the Taxicab Board, the Medical Review Committee, the License Suspension Appeal Board, the Land Value Appraisal Commission and provides for Lieutenant Governor’s office expense.

Activities

Administrative Services
Administrative Services provides internal client services in coordinating annual departmental strategy and planning activities, and performance measurement activities.  It manages the development and coordination of the department’s major information documents and records providing internal and external communication services.  Leads the development of administrative policies and procedures as required, and provide specialized administrative services such as management of the Freedom of Information and Privacy Protection Acts.  As well, provides project management services (facilitation, coordination, report preparation).

Financial Services
Financial Services manages the departmental financial administrative processes and oversight function through management, comptrollership, accounting services, asset accounting, financial planning and review as well as managing the provincial accommodation cost recovery system. Compilation of the estimates and cash flows, budget analysis and a corporate review/challenge role.  The branch maintains key activities essential to fulfilling requirements under the Financial Administration Act, The Appropriations Act(s), Treasury Board directives and central government and departmental policies.

Human Resource Services
Provides professional expertise to the department in areas of human resource management. This includes resource planning, training and development, recruitment, classification, labour/ employee relations, pay and benefits and also represents the department in collective agreement bargaining.

Information Technology Services
Information Technology Services provides information management, project management support, and consultative services to all branches and business units in the department.  The branch is responsible for identification, procurement, implementation of business improvement initiatives which includes business/technical consulting, business process review, project management, business planning and risk management. The branch is responsible for the department’s Internet-intranet presence and conducts business process analysis with recommendations of change or improvement as appropriate.

Occupational Safety, Health and Risk Management
Provides research, develop and maintain Safety Health and Risk Management programs, policies and procedures.  Providing consultative and support services in organizational health and wellness, and accident and injury claims management.  Facilitate the continued implementation of the Certificate of Recognition (COR) Safety Program Audits.  Develops and implements musculoskeletal programs and facilitates the development of the department’s business continuity plan.

Highway Traffic Board

The Highway Traffic Board was put in place to ensure the safety of the traveling public and protection of highway infrastructure through the administration of the Highways Protection Act and portions of the Highway Traffic Act.

Motor Transport Board

The Motor Transport Board ensures all Manitobans are provided with adequate transportation services at a reasonable cost through the administration of a regulatory system under the Highway Traffic Act governing motor carriers operating public service vehicles.

Taxicab Board
The Taxicab Board ensures citizens in Winnipeg receive quality taxicab service that meets the public need at reasonable cost through the administration of a system of economic regulation.

Medical Review Committee

The Medical Review Committee provides an appeal process in cases where a person’s driver’s licence has been suspended, cancelled or refused on medical grounds.

Licence Suspension Appeal Board
The Licence Suspension Appeal Board (LSAB) provides an appeal process in cases where a person’s driver’s licence or permit has been suspended by the Registrar of Motor Vehicles or the Court.

Land Value Appraisal Commission
The Land Value Appraisal Commission is an independent tribunal, which determines the due compensation payable for government land purchases and expropriations.
