New Drivers

You are considered a new driver if you have never held a taxicab driver’s licence in the City of Winnipeg. Individuals who have held a Taxicab Driver’s Licence in other provinces or jurisdictions are also considered a new driver.

Previous Licence Holder

You are a previous licence holder if you were previously issued a Taxicab Driver’s Licence or Limousine/Executive Car licence in Winnipeg. Please see “new drivers” if you who have previously held a Taxicab Driver’s Licence or Limousine/Executive Car licence in other provinces or jurisdictions.

New Drivers

Taxicab Driver

Possession of a valid taxicab driver’s licence allows you to operate standard taxicabs, accessible taxicabs, handi-cab vans, limousines and executive cars.

To obtain a taxicab driver’s licence, you must attain the following:

Limousine/Executive Car Driver

A limousine/executive car driver’s licence allows you to operate limousine and executive cars only.

To obtain a limousine/executive licence in Winnipeg, you must attain the following:

Previous Licence Holder

If you previously held a taxicab driver’s licence in Winnipeg and your licence was expired for:

Record Review Certificate

An approved Record Review Certificate must be obtained from the City of Winnipeg Police Service. Please visit Inquiry at the Bureau of Police Records, which is located on the 4th Floor – 151 Princess Street to fill out an application. The Record Review Certificate Board that meets weekly will review the application and directly notify the Taxicab Board office of your status. Please note that two (2) pieces of identification from the following list will only be accepted:

Criminal Record Check

Submit your applications as soon as possible to ensure it is processed and the information is received by the Taxicab Board prior to your taxicab driver’s licence expiration.

2008 Fees:

Application Forms

*Please note: All three (3) forms must be submitted to process the Criminal Record Search. Should you refuse to submit any of above mentioned forms, your taxicab driver’s licence will not be renewed.

Payment is accepted in Canadian currency only.

Types of payment accepted: Cash, Postal Money order, Certified Cheque. Personal cheque - results of record check will not be released for a period of 2 weeks until the cheque clears the bank. Make cheque payable to: City of Winnipeg

Identification:
Must provide two pieces of Mandatory identification or one Mandatory and one Secondary identification.

Mandatory Identification: Drivers License / Passport / Birth Certificate / Status Card / Landed Immigration Papers / Citizenship Card.

Secondary Identification: Medical Health / Blue Cross / Teachers Certificate / National Defence Card / S.I.N. / MB Family Services, or other acceptable identification.

SENSITIVE POSITION OF TRUST – persons requiring a criminal record search certificate to obtain a position of trust that requires the applicant to work/volunteer with children, seniors or challenged persons must complete and enclose a Consent Form 1 authorizing the Winnipeg Police Service to conduct a Vulnerable Sector Search to determine if the applicant is a pardoned sex offender.

English Language Assessment Test (ELA Test)

It is mandatory that you write the English Language Assessment Test before registering for the Taxicab Driver Training Program or Limousine/Executive Exam. There are no exceptions. Due to limited seating, you must register in advance by visiting the Taxicab Board office which is located in room 200-301 Weston Street. A non-refundable testing fee of $10 must be made at the time of registration. Payment may be made by cash, debit card, Visa or Mastercard. This test is usually held on a Monday afternoon at 2:00 p.m. You are required to sign in 10-15 minutes before testing with a piece of photo identification at which time your photo and payment will be taken. You are given only thirty (30) minutes to complete the test. Upon completion of the test, you will be provided with a photo identification card that you will be required to produce when registering and/or writing the Taxicab Driver Exam. A passing mark of at least 40 out of 45 must be obtained to register for the Taxicab Driver Training Program.

If you fail the ELA test, you have two more opportunities to write it. If you fail, you must contact the Adult Language Training Center at 945-6300 or visit the 400 – 275 Portage Avenue for further English testing. You will be required to write an English benchmark test. If your benchmark test results are satisfactory, you will be able to register for the Taxicab Driver Training Program. If you fail the benchmark test, you will be required to attend English as a Second Language (E.S.L.) classes until a satisfactory level of English skill is acquired.

Taxicab Driver Training Program

*It is mandatory that you pass the ELA test before you register for the Taxicab Driver Training Program.

The Taxicab Driver Training Program is a 45-hour course that will cover the Taxicab Act & Regulations, quality customer service, the taxicab as a business, geography planning routes, driver personal safety, transporting the disabled and defensive driving. You must achieve a minimum pass mark of 75% on the final exam. 100% attendance is also required for successful completion. The tuition fee of $250 and material fee of $20 are payable at time of registration (includes initial examination fee). Tuition fee is eligible as an Income Tax Credit. Please note that you may attempt the examination a total of three (3) times. If you should need to retake the examination, a fee of $25 will be assessed. Following three attempts to pass the examination, you will be required to re-take the Taxicab Driver Training Program and pay the full tuition and material fee.

Limousine/Executive Driver Exam

Please contact John Taylor Collegiate-Continuing Education at 832-9637 (10 a.m. – 4 p.m.) or visit them at 470 Hamilton Avenue to obtain a self-study package and to make arrangements to write your exam.

*Please note that you must successfully pass the English Language Test before you are able to write this exam.

In-cab Camera Training

Fee: $25

Challenge Taxicab Driver Exam

Only one (1) opportunity is given to challenge the Taxicab Driver Exam. A minimum pass mark of 75% on the exam is required. If you fail, you must take the Taxicab Driver Training Program and pay the prescribed fee. *Please note that this option is only available to those who have previously held a taxicab driver’s licence in Winnipeg and are approved by the Taxicab Board. Contact 945-8919 to determine eligibility.
