Manitoba-Winnipeg Recreation and Leisure Infrastructure Projects

The $43 million joint investment by Manitoba and Winnipeg announced on April 22, 2005, provides for a program of enhanced and new facilities throughout Winnipeg, as well as three “investment funds” for improvements to aging community centres, skateboard parks and spray parks.

Project timelines are confirmed each year through the City of Winnipeg's Capital Budget process, with considerations for priorities, project readiness, and financial/operational capacity.

Recreation and Community Centre Facilities:

• North End Recreation and Leisure Facility, $6 million – Consultations are underway on the location and design of a new multi-purpose community complex to meet the needs of the community. Construction is tentatively scheduled to take place in 2008 and 2009.
• Sinclair Park Recreation Facility, $1 million – A feasibility study for an addition and expansion to the existing facility is currently underway. The planned improvements include adding a new gymnasium and renovating multi-purpose rooms.
• Bronx Park Community Centre, $3.9 million – A 25,000 sq. ft. facility will be constructed to amalgamate the community centre with the Good Neighbours Seniors Centre. Components of the project will include multi-purpose rooms, gymnasium, games room, canteen, new hockey pens and mini soccer field and dressing rooms. Construction is scheduled to begin in 2008 for a 2009 opening.
• Cindy Klassen Recreation Complex (formerly Sargent Park), $2.7 million – A major redevelopment of the existing recreation centre, the project includes a new walking/running track, aerobics and weight training area, tennis courts, lobby/control area, additional meeting and multi-purpose rooms and upgrades to the parking lot. This project also received $1.91 million from the Canada-Manitoba Infrastructure Program, in addition to the $2.7 million from this fund. Construction is planned for 2007.
• Winnipeg Indoor Soccer Complex, $6 million – Construction on a new clear-span four pitch soccer complex is set to begin in the fall of 2007 at the University of Manitoba. The 105,000 sq. ft. facility is set to open in the fall of 2008. Total project costs for the facility are $12.5 million.
• Kildonan Park Urban Oasis, $9 million – The City is planning a regional indoor aquatic facility combining a lap pool, leisure pool, water play area, fitness facility, change facilities to replace the existing outdoor pool and possibly one indoor pool in the surrounding area. Construction is tentatively scheduled for 2008 – 2009.
• Community Centre Investment Fund, $10 million – The CCIF is an investment fund for smaller scale community centre maintenance and expansion projects, based on recommendations by the General Council of Winnipeg Community Centres (GCWCC).
  • Isaac Brock Community Centre, $750,000, renovations planned for 2007
  • Norberry/Glenlea Community Centre, $1 million, renovations planned for 2007.

Spray Parks & Pads:

Fully accessible, outdoor, aquatic play areas incorporating several colorful, interactive water features are planned for an investment of $2.6 million by Manitoba and Winnipeg.

Construction is expected to be completed in 2007 on two spray park projects:

• Norquay Spray Park, $400,000
• Linden Woods Spray Pad, $200,000

Construction will be initiated in 2007 and completed in 2008 on the following projects:

• River Osborne Community Centre Spray Pad Conversion, $250,000
• River Heights Spray Pad Conversion, $250,000
• Provencher Spray Pad Conversion, $200,000
• St. Norbert Community Centre Spray Pad, $200,000

The $1.1 million Spray Park/Pad Investment Fund will direct funding to projects planned for 2008 and 2009.

Skateboard Parks:

Community-level facilities featuring a wide array of ramps, rails and other skateboard installations will receive a total investment of $1.8 million from Manitoba and Winnipeg.

• Construction was completed on the Victoria Jason Skateboard Park (Transcona) in 2006 with a contribution of $100,000 under the Manitoba-Winnipeg Recreation and Leisure Infrastructure Program.

In 2007, construction is expected to be completed on four skateboard parks:

• St. Vital Skateboard Park, $200,000
• St. James Skateboard Park West Phase I, $150,000
• Komenda Skateboard Park, $100,000
• Fort Garry Skateboard Park, $400,000

The $850,000 Skateboard Park Investment Fund will direct funding to projects in 2008 and 2009.
