Welcome to the Crown Lands and Property Agency!

Established April 1, 2006, the Crown Lands and Property Agency (CLPA) is the “one stop shop” or single point of service for citizens, businesses, and provincial departments for all transactions involving provincially owned Crown lands and related services, including:


  • acquisition of land for infrastructure and other public purposes by agreement or expropriation;
  • disposition of surplus Crown land through sale or lease by offer or tender;
  • Crown land leases, licenses, and permits for farming, cottages, and other uses; and
  • real estate appraisal and consulting services.

CLPA’s continuing mission is to ensure that all of the Manitoba government’s dealings in Crown lands are conducted in a manner that is fair, open and transparent, and consistent with the principles of fiscal responsibility and ecological sustainability.

As an implementation agency, CLPA operates within a legal and policy framework consisting of:
  • Statutes enacted by the Manitoba Legislature, including The Crown Lands Act, The Land Acquisition Act, The Expropriation Act, The Parks Act and The Wild Rice Act;
  • Regulations adopted by Cabinet under the applicable statutes; and
  • Resource management and pricing policies established by the department having regulatory authority over the resource in question, such as:
    • the Department of Conservation;
    • the Department of Agriculture, Food and Rural Initiatives; and
    • other provincial government departments and agencies.


CLPA does not make policy or set prices. We negotiate transactions and process applications in accordance with the policies and prices established by the authorities having jurisdiction and serve as the communication channel between the applicant and the regulatory authority.
