Deliverables are all contract items negotiated between the Contract Specialist
assigned to the contract and the small business concern or awardee. They
generally consist of progress reports, interim reports, invoices, new
technology report, and project summaries. All deliverables are uploaded
to the Contract Administration and Closeout Handbook. Instructions for
use of the handbook are sent to the awardee from the Contract Specialist
negotiating the contract. Please visit the NASA

deliverables required for each phase of the contract.
Contract Administration and Closeout
The Contract
Administration and Closeout Electronic Handbook (EHB) is designed
to help the Awardee's Principal Investigators/Official prepare and submit
Intermediary and Final Deliverables for their SBIR and STTR contracts
using a paperless process. Please visit the NASA
SBIR/STTR Firms Library and view templates and samples of all potential
deliverables required for each phase of the contract. Included in the
Library are those for this part of the process. All EHB transactions are
processed through the secure server. Additional security measures have
been implemented to authenticate users registering from the same firm.
Contracting Officer Technical Representative (COTR)
The NASA contracting officer, who negotiates and monitors your contract,
has support from the Contracting Officer Technical Representative (COTR,
pronounced Co-Tar). The COTR on your contract is your primary contact
within NASA on the contract's technology focus and objectives. Given that
one of the primary goals of the SBIR and STTR programs at NASA is the
post Phase II development and infusion of your firm's technology into
NASA's programs and missions, your interaction with technologists within
NASA is important and the COTR is your link and facilitator.
Advisors
The COTR may designate, after consultation with your firm, technologists
or technology users, primarily from within NASA, that will have ready
access to your reports. These individuals will act as advisors, in addition
to the COTR, and will help provide insight to your firm on NASA's needs
and missions as you develop your technology.
Intellectual Property
The separate and distinct types of intangible property that are referred
to collectively as "intellectual property," including but not limited
to: patents, trademarks, copyrights, trade secrets, SBIR/STTR technical
data (as defined in this section), ideas, designs, know-how, business,
technical and research methods, and other types of intangible business
assets, and including all types of intangible assets either proposed or
generated by an SBC as a result of its participation in the SBIR/STTR
Program.
SBIR/STTR Technical Data Rights
Technical Data Rights are the rights an SBC obtains in data generated
in the performance of any SBIR/STTR funding agreement that an awardee
delivers to the Government during or upon completion of a Federally-funded
project, and to which the Government receives a license.

to describe plans for Phase 3 commercialization (including applications/sales
back to NASA) in terms of market feasibility and competition, strategic
relevance to the offeror, production and operations and financial
planning.
