Bureau of Apprenticeship/Office of Apprenticeship Training, Employer, and Labor Services Continuous Improvement (RFP-DCS-01-14)
The Department of Labor, Employment and Training Administration
(DOL/ETA), is soliciting proposals to select a contractor to assist in
building upon the Workforce Excellence Networks efforts to promote
continuous improvement and quality throughout the Workforce Development
System. This project would review and evaluate the varied methods of
quality and continuous improvement efforts used in apprenticeship
throughout the nation and develop, collect, and analyze empirical data
that will assist in the development of a continuous improvement
strategy. Any continuous improvement strategy developed shall: (1)
provide a process for ensuring continuous improvement in individual
apprenticeship programs, and (2) identify, define, and benchmark the
quality of the overall apprenticeship system.

Federal Committee on Registered Apprenticeship Marketing (RFP-DCS-01-16)
The Department of Labor, Employment and Training Administration
(DOL/ETA), is soliciting proposals to select a contractor to assist in
the design, implementation, and evaluation of an Apprenticeship
Marketing Outreach Pilot Project. The purpose of the pilot project is
to (1) help identify occupational areas which have the greatest growth
potential, have skill shortages, and those industries that would be
interested in utilizing the American Registered Apprenticeship model to
address their skilled shortage needs; (2) assist the Bureau of
Apprenticeship Training/Office of Apprenticeship Training, Employer,
and Labor Services and the Federal Committee on Registered
Apprenticeship to identify which industries best lend themselves to
being able to accommodate apprentices that are dislocated, disabled,
and disadvantaged; and (3) identify a consultant-expert on the
"employability of persons with disabilities."

Evaluation of the H-1B Demonstration Grant (RFP-DCS-01-10)
The U.S. Department of Labor's Employment and Training Administration (ETA) is soliciting proposals for the conduct of a process evaluation of the H-1B Technical Skill Training Grants. The study will assess the experiences of grantees in training both unemployed and employed workers in acquiring the requisite skills in occupations that are in high demand, particularly in industries such as information technology and health. The contractor will investigate and report to a wide audience the progress that the H-1B grantees are making in successfully training and placing into employment participants in occupational areas which qualify under H-1B provisions. The study's findings will be used by ETA, agency overseers and the wider workforce development system to enhance training and employment efforts in skill shortage areas.
