Next Generation Homeland Security Exercise and Evaluation Program (HSEEP) Training using ToolKit Activities
ORISE and the State of California Office of Homeland Security have revised the next generation HSEEP course to create a balance between learning exercise methodology and using the web-based Toolkit activities to plan and develop exercises.
The revised HSEEP course is a four full-day interactive course with computer-based activities that maximize use of the HSEEP Toolkit. The focus on hands-on, Toolkit activities provides participants with valuable Toolkit practice and training. The revised course also allows participants to use their own jurisdictional information to complete course activities, making the material more relevant.
The revised course includes:
- 24 hands-on exercise planning activities that make up 45% of the course.
- Consolidated course modules that eliminate redundancies and allow more time for hands-on activities.
- Use of live Toolkit site for course activities.
- Development of actual tabletop exercise products.
- Development of After Action Report recommendations and Improvement Plan matrix using exercise information provided and generated during the course.
- Use of participant’s jurisdictionally specific information, rather than fictitious information provided by the instructor, to complete exercises and make course material more relevant.
As a result of the improvements:
- Participants gain experience in all aspects of exercise design, development, conduct, evaluation, and improvement planning
- Participants gain valuable HSEEP Toolkit training and experience.
- Participants can use course activities to plan an actual exercise.
- Participants evaluate the actual exercise they have presented.
