the benevolent government, how generous of them to give a special exemption to victims of this tragedy to use their procreative powers!

I imagine many of the posters on desnews.com would love to have such power (the power to tell WHO can have HOW many children) - just a guess.

to those couples who are unable to have another child because their government required them to prevent it -- many of them were older.
I am so happy for those families who can have another!
May they all be blessed with comfort!
