The Division of Planning and Development is responsible for several related and wide ranging Departmental functions. These include Land Acquisition and Real Estate, Local Recreation and Open Space Preservation Grant facilitation, Natural Heritage Preservation, Capital Development Planning and Projects, Asset Protection, Bikeway and Trail Planning and Development and Geographic Information System (GIS) management.

Land Acquisition and Real Estate Program
This program manages the state's various conservation initiatives and coordinates conservation partnerships. It also maintains all Department real estate records and assists in the preparation and administration of leases, licenses, and easement agreements as well as the annual review and maintenance of all DEM property leases.

Local Grant Programs
Rhode Island Open Space Grants support cities and towns, land trusts, and non-profit organizations in their protection and acquisition of valuable open space in the state. Recreation Acquisition and Development Grant programs assist municipalities in providing matching funds for development of or improvements to recreational facilities. Special grants programs may include funds for Distressed Communities, Historic Parks, and other significant resource improvements

Natural Heritage Preservation Program
This program conducts inventories of the state's rare and endangered species and maintains a database of rare species and habitats that is used for land conservation planning and environmental review.

Capital Development Projects
This section plans, designs and supervises construction of new State park and beach facilities, commercial fishing pier improvements, boat ramps, fish hatcheries and other DEM managed facilities.

Geographic Information Service (GIS)
DEM uses GIS technology to create, manipulate and analyze spatial data that help us achieve our mission of preserving the quality of Rhode Island's environment. This section works closely with other Divisions of DEM to provide high quality GIS services necessary to forward the mission of the Department.

Bikeway and Trail Development
Administers and coordinates with RI DOT for bikeway and multi use trail programs through grants to state agencies, communities and non-profits.
