The USDA Rural Rehabilitation Program began with the Emergency Relief Appropriation Act of 1935, which provided federal funds for use in depression stricken rural America. In 1955, the federal government divided the money among the participating states and allowed the states to define programs within a Cooperative Use Agreement. The Wyoming Business Council administers the funds and provides grants for youth leadership training for Career and Technical Service Organizations.
