FNS APD Contacts

FNS has seven Regional Offices located in Boston, Robbinsville, NJ, Atlanta, Dallas, Chicago, Denver, and San Francisco.  Each is responsible for a serving a specific geographical area.  A virtual team of FNS Management staff with expertise in systems technology and the Advance Planning Document (APD) process comprise the State Systems Unit.  The State Systems Office provides the following services, including coordination of the APD review and approval process for FNS:

 - Advance Planning Document (APD) Stewardship
 - Partnership w/Food Stamp & WIC programs
 - Coordination w/HHS agencies
 - State Eligibility System Proposal Review/Approval
 - State System Projects Oversight/Monitoring
 - APD Technical Assistance & Guidance
 - APD Oversight Committee Staff Support


All APD Documents and related issues should be directed to the State Systems Chief with a copy (preferably electronic) to the cognizant Regional Office Regional Administrator.  State Systems works with program staff in each Region to ensure documents are reviewed and an approval decision rendered in a timely manner.  APD approval authority is at the Regional Office level.  Projects exceeding $5,000,000 in Food Stamp Federal financial participation (FFP) and exceeding $3,000,000 in WIC funding require approval concurrence by the APD Oversight Committee located at FNS Headquarters.  Projects deemed not approvable do not require APD Oversight Committee concurrence.  Appeals of unapproved projects should be submitted to the attention of the cognizant Regional Administrator.

Formal submission of all APDs should be submitted electronically to the cognizant Regional Administrator and to the State Systems Chief.  Electronic submissions via e-mail are acceptable and encouraged with the condition that a scanned copy of the signed transmittal letter is included.  Hardcopy should follow that includes the original signature of the State authority requesting Federal funds.
