PORTLAND, Ore. — The U.S. Army Corps of Engineers is reviewing three applications requesting a Department of the Army permit for certain work in waters of the United States. The public notices regarding the permit applications listed here were issued during the week of March 6, 2006.
Public Notice 200500807, requested by Home Depot - Northwest. The project is located in Phoenix, Ore. The applicant proposes to provide a home improvement retail facility to meet demand in the Ashland, Phoenix and Medford area. The proposed project would impact about 0.30 acre of wetland. Public Notice 200600057. The project is located on the west side of the intersection of Mistletoe St. and W. 15th Ave. in West Eugene, Ore. The applicant proposes to fill about 0.58 acre of wetland to construct multiple housing units. Comments must be received by April 7, 2006. Public Notice 199700524, requested by Umpqua Excavation and Paving. Project site is a gravel bar on the South Umpqua River near Roseburg, Ore. The proposed project would dredge up to 20,000 cubic yards of gravel annually from the South Umpqua River. Comments must be received by April 7, 2006. The Corps of Engineers is soliciting comments from the public, federal, state and local agencies, Indian Tribes and other interested parties on these permit requests.
The Corps of Engineers will issue or deny any permit under authority of Section 404 of the Clean Water Act, for discharge of dredged or fill material into U.S. waters, and/or under Section 10 of the Rivers and Harbors Act of 1899 for work in or affecting navigable waters of the United States.
If the applicants have submitted a mitigation plan with the permit request, it will be considered. If a permit is issued, the Corps will decide on the appropriate and practicable compensatory mitigation for each proposed project.
