Army Corps of Engineers seeks input on proposed golf course work

Portland, Ore. – The U.S. Army Corps of Engineers is evaluating a permit application from Clackamas County to further develop an existing 18-hole golf course near Beaver Creek in Oregon City. Proposed developments on the golf course, which sits on just more than 164 acres of land, would impact 3.87 acres of wetlands. Original plans to develop the golf course began in 1995. At that time, 3.1 acres of wetlands were impacted when three ponds and a drainage area were created.

As part of its permit evaluation process, the Corps is requesting public review and comment on the proposed project prior to making its determination on whether to issue or deny a permit for the work.

The county is requesting authorization to construct three bridge crossings and install about 180 feet of culvert between two existing ponds. The county also proposes to build a clubhouse, a maintenance building, two restrooms, a driving range and drain fields for runoff from the clubhouse and restrooms.

To mitigate for the wetland impacts, the county proposes to perform three types of mitigation: restoration, creation and enhancement. The county proposes to restore 0.8 acre of wetland, as well as convert some pond areas to emergent marsh and emergent wetland areas.

The Corps also is soliciting input from federal, state and local agencies and officials, Indian Tribes, and other interested parties to help permit reviewers consider and evaluate the impacts of this proposed project on endangered species, historic properties, water quality, general environmental effects, and other public interest factors.

The Corps will issue or deny the permit under Section 404 of the Clean Water Act. A Water Quality Certification, as required under Section 401 of the Clean Water Act, also will be needed from the State. Also, because listed fish species under the Endangered Species Act are in the river, the Corps has entered into consultation with the National Marines Fisheries Service. A permit will not be issued or denied until the consultation process is completed.
