Limited English Proficiency
The New Jersey Department of Transportation (NJDOT) has a responsibility to ensure that all persons, including those with a limited ability to read,
write, speak or understand English are provided equal access to its available services and information. Under its Limited English Proficiency (LEP)
programs, NJDOT will provide all persons we encounter, including our customers, with meaningful access to our services, agency information and
activities.
Federal laws applicable to language access include:
- Title VI of the Civil Rights Act of 1964 (pdf 14k), and the Title VI
regulations, prohibiting discrimination based on national origin, and
- Executive Order 13166 titled “Improving Access to Services for Persons
with Limited English Proficiency,” requires recipients of federal financial assistance to develop and implement guidance on how they will provide
meaningful access to LEP persons, to comply with Title VI. Many individual federal programs, states, and localities also have provisions requiring
language services for LEP individuals.
The NJDOT Title VI Bureau has developed LEP Guidelines (pdf 86k) to
ensure meaningful access to agency programs and services for persons with LEP, effective October 2007.
Divisions can use the LEP Guidelines to help persons whose primary language is not English, who may have difficulty with reading, speaking or
understanding English. The LEP Guidelines assist NJDOT divisions in completing individual LEP Plans
(pdf 626k). To further inform the public, the bureau also created a brochure entitled
Your Guide to Limited English Proficiency under Title VI (pdf 297k).
Language Assistance Cards (pdf 196k) in the form of “I Speak”
cards with Spanish translations and “Language Identification” cards are also available.
NJDOT regularly updates and expands its Linguistics Pool. Employees who speak read or write a language or languages other than English serve as
interpreters when needed.
