Law Enforcement in Folsom

Public Safety is a top priority for the City of Folsom. The City’s Police Department traces its roots to 1950, shortly after the city incorporated. Today the department has a staff of 125, including officers and support staff. Together they are responsible for the protection and safety of Folsom’s 70,000 residents and many visitors. Department staff work in partnership with the community to protect lives, property and quality of life within Folsom’s many neighborhoods. Their success is measured by Folsom’s extremely low crime rate and also by results of a recent public opinion poll showing a 95 percent satisfaction approval rating from the community.

Chief Sam Spiegel

Sam Spiegel has served as Folsom’s police chief since April 2001. In a law enforcement career spanning 37 years, he has demonstrated expertise in critical incident management and has worked collaboratively to respond to community concerns and crime problems. His goal is to maintain a safe environment for those who live, work and visit Folsom.

In 2006, he served the City of Folsom as the Interim Assistant City Manager and Interim City Manager, completing that assignment with the appointment of City Manager Kerry Miller. Chief Spiegel is Chairman of the Law and Legislative Committee for the California Police Chiefs Association and is on the Executive Board as past President of the California Peace Officers Association. He has served as an appointed member to the Governor’s Homeland Security Public Safety Advisory Council, and Advisory Committees to the Cal DOJ CLETS, California P.O.S.T. Commission and the 9-1-1 Advisory Committee. A graduate of the FBI National Academy and the P.O.S.T. Command College, Spiegel holds a bachelors degree in criminal justice and a master’s degree in management.
