Is it better to start Santolina with cuttings or seeds? When does it become available each year?

Lavender Cotton (Santolina spp.) is usually grown from stem cuttings or layering. It can be produced from a seed but they are very slow to germinate and temperamental. Plants should be available in the early spring in most nurseries. This plant must have soil that drains very quickly. Once established in the landscape it should not require supplemental moisture.
