FOR THE ACTIVE COMPONENTS FISCAL YEAR 1994
Deputy Secretary of Defense John M. Deutch announced today that the Department of Defense not only met its FY1994 recruiting goals, but also far surpassed the recruit quality patterns of the past decade, despite less optimistic trends seen earlier this year. In terms of recruit quality, FY 1994 became the third best year in recruiting history.
In announcing the figures, Dr. Deutch said, "We have given recruiting special attention during the past year and are pleased with the results - - continued high-quality enlistments for our Armed Forces. We will continue to give priority to recruiting high-quality young men and women to meet the needs of a modern, and ready All-Volunteer Force. And while we remain concerned about the continuing false perception created by the drawdown that the Services are not hiring, we are optimistic that we will meet future recruiting needs."
DoD achieved its FY 1994 recruiting goal by enlisting 184,096 recruits: 176,105 non-prior service (NPS) enlistees and 7,991 prior service recruits. Department-wide, 96 percent of these new recruits were high school diploma graduates (HSDGs) and 72 percent scored above average in aptitude on the enlistment test (Armed Forces Qualification Test [AFQT] Categories I through IIIA). The percentage of "high quality" recruits (those who have both a high school diploma and also score in Categories I through IIIA) was 68 percent. Finally, less than 1 percent of new recruits scored in the lowest acceptable category (AFQT Category IV).
Overall FY 1994 recruit quality was up slightly from FY 1993 and, although down from the record high in FY 1992, all Services exceeded the established recruit quality benchmarks of 90 percent HSDGs and 60 percent AFQT Category I-IIIAs. Further, as of the beginning of this fiscal year, all Services already have contracted for more than 35 percent of their FY 1995 annual recruiting goals.
Demographically, in FY 1994 female accessions (17 percent) were up 3 percentage points from FY 1993. Black accessions (18 percent) were up by 1 percentage point.
