MEMORANDUM FOR CORRESPONDENTS


The Defense Security Assistance Agency has announced final Foreign Military Sales figures of $12.866 billion for fiscal year 1994. Sales for fiscal year 1994 were more than $20 billion less than the $33.216 billion recorded in fiscal year 1993. Sales in fiscal year 1993 were unusually high and reflected sales to Middle East countries in the aftermath of Operation Desert Storm.

Four major aircraft system sales made up more than one third of the fiscal year 1994 agreements. These were the sale of 40 F-16 aircraft to Turkey ($1.801 billion), the sale of 21 F-15I aircraft to Israel ($1.760 billion), the sale of eight F/A-18D aircraft to Malaysia ($619.1 million) and the sale of 11 F-16C/D aircraft to Singapore ($436 million).

DSAA officials expect the downward trend in FMS agreements to continue in the near term. They are estimating that sales will average between $9 to $10.5 billion per year through fiscal year 1997.

All FMS sales are made on a case-by-case basis to the United States' allies and friends and must be consistent with foreign policy objectives and contribute to the national security of the United States.
