A seagull flies over the California Coastal National Monument which stretches along the entire coast of California and extends 12 miles into the Pacific Ocean.  The Monument includes 20,000 rocks, islands, pinnacles and reefs.

The Future of the Plan

Q. If the CDCA Plan was finished in 1980, how does BLM provide for changes?

A. The plan specifically provides for an amendment process to keep up with new data, new needs, and other changes in law and policy.

Q. Does the public get a chance to comment on these changes?

A. Yes. Most of the changes actually come from public suggestions. BLM, with the help of its citizen advisory council, carefully screens these suggestions to determine if they are consistent with the overall mandate of the CDCA Plan and consistency with federal law and policy. The draft amendments and associated environmental review documents are published for public review, and final decisions are made only after all public comments are considered.

Q. Has the BLM implemented all aspects of the CDCA Plan?

A. No, although much has been accomplished, more needs to be done. The BLM, with the public's help, has made tremendous progress implementing the plan so far. Work is continuing to protect, develop, and use the desert as Congress and the President directed.

Three main regional land use plans will update the CDCA Plan and provide for the recovery of the desrt tortoise and other species listed as threatened.� These plans�are:� 1) the West Mojave (pending a Record of Decision), 2) Northern & Eastern Mojave and 3) the Northern & Eastern Colorado Coordinated Management Plans.
