On January 7, 2007, and pursuant to Public Law 109-647, Section 845, the Department of Veterans Affairs' Board of Contract Appeals (VABCA) terminated and its contract adjudication duties transferred to:
Former VABCA judge Patricia J. Sheridan and Richard C. Walters have been transferred to the Civilian Board of Contract Appeals. Judges Sheridan ((202) 606-8828) and Walters ((202) 606-8814) can provide alternative dispute resolution (ADR) services for VA bid protests and any other contract disputes.
The Secretary has reassigned the Chairman VABCA's functions as the Dispute Resolution Specialist (DRS) under the Administrative Dispute Resolution Act to the Assistant Secretary for Human Resources and Administration, who has been designated the Department's DRS.
The Deputy Assistant Secretary (DAS) for Resolution Management has been designated the Deputy DRS for Workplace Disputes and non procurement ADR. Further information concerning the Department's Workplace ADR program and Workplace ADR may be obtained from the following:
