NAVY

Science Applications International Corp., San Diego is being awarded a $151,444,006 cost-plus-award-fee, firm-fixed-price indefinite-delivery and indefinite-quantity contract for ordnance engineering services. These ordnance engineering services include support in the areas of engineering and technical support services, scientific and engineering analysis and studies, test and evaluation, technical data support, field engineering, integrated logistics support, configuration management, facility engineering, environmental management support services, management support services, and data management support. Work will be performed in Bloomfield, Ind. (68 percent); and Crane, Ind., a variety of subcontractor facilities around the country, and other on-site locations (32 percent), and is to be completed in February 2008. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the E-commerce Web site, with one offer received. The Naval Surface Warfare Center Division, Crane is the contracting activity (N00164-03-D-0007).

Beers Skanska, Inc., in partnership with Lopatka, Murdock, Jammal & Associates, a division of TranSystems Corp., Jacksonville, Fla., is being awarded a $10,776,008 firm-fixed-price contract for construction of a 168-person student dormitory and related demolitions at Barksdale Air Force Base. Work will be performed in Shreveport and Bossier City, La., and is to be completed by May 2005. Contract funds in the amount of $136,000 will expire at the end of the current fiscal year. This contract was competitively procured via the Naval Facilities e-solicitation Web site, with 19 firms responding to the qualifications phase of procurement. Five firms were selected to participate in phase II, and all five firms responded to the final proposal revision. The Naval Facilities Engineering Command, Southern Division, North Charleston, S.C., is the contracting activity (N62467-03-C-0268).

AIR FORCE

McDonnell Douglas Corp., St. Louis is being awarded a $33,664,237 cost-plus award-fee contract modification to develop, integrate and test a selective availability anti-spoofing module- based global positioning satellite receiver bringing the Joint Direct Attack Munition into compliance with Chairman of the Joint Chiefs of Staff directive. Additionally, this effort will add a "low cost anti-jam antenna" to the Joint Direct Attack Munition tailkit. McDonnell Douglas will perform this effort at McDonnell Douglas Corp., St. Charles County, Mo., (59 percent); and Rockwell Collins Government System, Cedar Rapid, Ind.,. At this time, $16,500,000 of the funds has been obligated. Further funds will be obligated as individual delivery orders are issued. This work will be completed by March 2005. The negotiations were completed in February 2003. The Headquarters Air Armament Center, Eglin Air Force Base, Fla., is the contracting activity (F08635-03-C-0004).

Boeing Co., Long Beach, Calif., is being awarded a $10,691,574 time and materials contract modification to provide for total C-17 weapon system sustainment responsibility under a single prime contractor with the goal of achieving improvements in logistics support and mission readiness while reducing operating and support costs. Changes included in the subject represent CY03 Global Reach Improvement Program follow-on retrofit efforts for the C-17 Program. The undefinitized contracting action covers retrofit installations, which support air mobility command requirements. At this time, $5,345,787 of the funds has been obligated. Further funds will be obligated as individual delivery orders are issued. This work will be complete by July 2005. The solicitation began January 2003. CH2M Hill Constructors, Englewood, Colo., is being awarded a $8,564,342 indefinite-quantity and indefinite-delivery contract modification to provide for system performance evaluation and impact monitoring and long-term monitoring and operation and maintenance at various sites at the Massachusetts Military Reservation. The Air Force can issue delivery orders totaling up to the maximum amount indicated above, though actual requirements may necessitate less than this amount indicated above. The performance will be performed in Cape Cod, Mass., for 12 months. Total funds have been obligated. The Headquarters 311th Human Systems Wing, Brooks City-Base, Texas, is the contracting activity (F41624-01-D-8545-0071).

Innovative Scientific Solutions, Dayton, Ohio, is being awarded a $5,500,000 indefinite-quantity and indefinite-delivery contract to provide for research and development for high speed air breathing engines components. The objective of this five-year effort is to advance diagnostic and component development for high-speed propulsions system. There are unique problems associated with sustained-combustion in supersonic flows, and this program will address those problems through innovative inlet, isolator, injector, and combustor designs. These design concepts will be fabricated and evaluated in a controlled research environment and complimented by component level engine simulations. The Air Force can issue delivery orders totaling up the maximum amount indicated above, though actual requirements may necessitated less than this amount indicated above. The location of performance is Air Force Research Laboratories, Wright Patterson Air Force Base. At this time, $250,000 of the funds has been obligated. Further funds will be obligated as individual delivery orders are issued. This work will be completed by February 2009. The solicitation began in September 2002 and negotiations were completed February 2003.
