OCP RCRP Eligibility / Placement Criteria


Inmates must meet the NJDOC eligibility criteria for participation in residential community release programs as written in N.J.A.C. 10A:20 and be approved by the Institutional Classification Committee (ICC) prior to placement in a RCRP. The Office of Community Programs is responsible for the assignment of inmates to contracted assessment centers and halfway houses (work release, treatment, and specialized programs). Consideration for inmate placement is based upon each inmate's treatment needs and the availability of bed space at particular programs.

Inmates Must Meet the Following Eligibility Requirements:

    • Have full minimum status
    • Be within 18 months of a parole eligibility or max date
    • Have a positive psychological evaluation within the past year
    • Be medically cleared within the past year
    • Have a good institutional record
    • Must not have sex or arson offenses

All Inmates Must be Screened and Approved by the:

    • Institutional Classification Committee
    • Office of Community Programs
    • Assessment and Treatment Centers
