No-Cost Extension Request for Small Business Innovation Research and Small Business Technology Transfer (SBIR/STTR) Projects

Preparing a No-Cost Extension Request

ATTENTION GRANTEES:

Please read the following carefully and in its entirety before you seek to extend your project using this means.

SBIR/STTR companies cannot grant themselves no-cost extensions!

Phase I Grantees:
Applying for a No-Cost Extension might take you out of cycle for a quick Phase II submission 

Phase II Grantees:
You will not be able to submit a Phase IIB request when in the no-cost extension window.

INSTRUCTIONS

1. From the FastLane Homepage http://www.fastlane.nsf.gov; select "Proposals, Awards, & Status" link (found on the left hand-side of the web page).

2. Enter your login information and press "Login" (Last Name, SSN, and Password).

3. The Principal Investigator (PI)/Co-Principal Investigator (Co-PI) Management screen appears; Select "Award and Reporting Functions" Option from the menu.

4. The next screen provides the Award and Reporting Functions options. Select "Notifications and Requests" option.

5. On the left side, in the gray-bordered box, select your award number from the drop down list and click the prepare new button.

6. The Notifications and Requests screen appears. This screen should at the top show your Award Information. Scroll down to the Types of Grantee Request (Need NSF Approval).

7. Click the radio button entitled "NSF Approved No-Cost Extension" and press "Request" button (found at the bottom of the page). Prepare your justification based on the requirements of the Grant Proposal Guide (GPG), below is the exert from the GPG:

  • If additional time beyond the extension provided by the grantee is required and exceptional circumstances warrant, a formal request must be submitted to NSF. The request must be submitted to NSF at least 45 days prior to the expiration date of the grant. The request must explain the need for the extension and include an estimate of the unobligated funds remaining and a plan for their use. As indicated above, that unobligated funds may remain at the expiration of the grant is not in itself sufficient justification for an extension.

  • The plan must adhere to the previously approved objectives of the project. All requests for NSF-approved extensions must be submitted via the FastLane system. Any NSF-approved no-cost extension will be issued by an NSF Grants Officer in the form of an amendment to the grant specifying a new expiration date. Grantees are cautioned not to make new commitments or incur new expenditures after the expiration date in anticipation of a no-cost extension.

A message screen will appear; select the "NSF Approved No Cost Extension" button.

The NSF Approved No-Cost Extension screen will appear.

Follow These Steps:

1. Revise the Expiration Date: MM/YYYY (no need to put a day as the NSF automatically makes it the last day of the month.

2. Provide the dollar amount remaining on the grant.

3. In the Justification for NSF Approved No-Cost Extension box; provide a complete justification for the request. NOTE: You may either type directly into the text box or cut or paste your text; you cannot upload a document.

4. In the Plans for use of unobligated funds (plan must comply with previously approved objectives) box; provide a breakdown of how the remaining funds will be allocated during the No-Cost Extension. NOTE: You may either type directly into the text box or cut or paste your text; you cannot upload a document.

5. On the right side of the screen, click the Save button. The page will refresh, showing the data typed in un-editable fields.

6. On the right side of the screen click the Forward to SPO button.

7. The page will refresh and ask you if you are sure you want to forward the request to your SPO. Click the Forward to SPO button.

SUBMITTING THIS REQUEST TO NSF FOR APPROVAL

  1. From the FastLane Homepage http://www.fastlane.nsf.gov; select "Research Administration" link (found on the left hand-side of the web page).

  2. The FastLane Contact/SRO enters login information (i.e. Last Name, SSN, Password, and select "Research Administration Functions radio button); click on the "Login" button. The "Research Administration" screen appears.

  3. Select "Notifications and Requests”.

  4. Search through the list at the bottom of the page for the award number. And click the submit link on the right side.

  5. The page will refresh, showing the text of the request and ask if you are sure you want to submit the request, click the submit to NSF button on the right side.

  6. A message will appear confirming the request was submitted to NSF.

  7. The final step is to email an updated milestone chart and a statement of how much money remains on the grant to the NSF Program Manager
