Mission and Function
The Office of Legislative Counsel (OLC) provides legal advice to the Secretary of Defense and all Department of Defense (DoD) components on matters concerning legislation, Congressional testimony, and Executive orders; manages the DoD legislative program, which includes developing, coordinating, and submitting annually the largest and most complex piece of Federal legislation-the National Defense Authorization Act; conducts legal and policy reviews of DoD legislative proposals and views reports on legislative proposals that originate outside the Department; and coordinates with the White House Office of Management and Budget for clearance of DoD legislative proposals, views reports, and Congressional testimony.
