Arrest of Ryan Downs

A fugitive, wanted for Rape Second Degree Without Consent and Failure to Register as a Sex Offender Within Seven Days After Address Change, was arrested this morning by the U.S. Marshals Service First State Fugitive Task Force. Task Force Officers, including U.S. Marshals, Delaware State Police, New Castle County Police, Wilmington Police and Delaware Department of Corrections arrested Ryan Downs, 34 years of age, at 9:30 a.m. inside a residence in the downtown area of Dover.

Task Force Officers had developed information that Downs, formerly of Smyrna, Delaware was residing at a residence in downtown Dover. After conducting searches and interviews at three different residences in the area, Task Force Officers located Downs at 47 S. Queen Street. He was arrested without incident.

Downs was immediately transported to Delaware State Police, Troop 3 for his arraignment.
