Division of Outside Review and Liaison - DORL
Functional Statement
The OMA Division of Outside Review and Liaison:
- Provides for the central coordination of all OIG/GAO reviews (except OIG criminal investigations) performed at NIH;
- Acts as an advocate for the needs of NIH by working with the OIG/GAO to ensure that issues important to the NIH are considered in the design methodology, actual review, and subsequent reports;
- Ensures that appropriate NIH staff, documentation and data are made available to the OIG/GAO reviewers, and makes sure that NIH staff with a "need to know" is aware of each review;
- Arrange to hold OIG/GAO entrance and exit conferences, ensure that the NIH provides concise and responsive comments on draft OIG/GAO reports and status reports in response to OIG/GAO final reports, and tracks the implementation of any recommendations in accordance with Federal requirements and NIH policy;
- Works with senior NIH managers to develop and implement systems to track high profile management initiatives to ensure that these managers are made aware of status of these initiatives, and to provide periodic progress reports to NIH, Departmental, or Congressional officials;
- Conducts audit follow-up activities for reviews conducted by OMA's Division of Program Integrity and the OIG/GAO/other reviews conducted at NIH.
