History
In 1935, Title V of the Social Security Act authorized federal funding for state Maternal and Child Health programs. It is the key source of support for promoting and improving the health of all the nation's mothers and children, including children with special health-care needs. With the Act, the program known as Crippled Children's Services was established. In July of 1995, the name of the program in North Dakota was changed from Crippled Children's Services to Children's Special Health Services.
Since its original authorization in 1935, Title V of the Social Security Act has been amended several times to reflect the increasing national interest in maternal and child health and well-being. One of the major changes occurred in 1981 when Title V converted to a block grant program. This change resulted in the consolidation of seven categorical programs into a single block grant. Another significant change occurred in 1989 with passage of the Omnibus Budget Reconciliation Act (OBRA). OBRA '89 specified new requirements for Title V accountability.
