Take notice that on October 13, 1998, Northern Natural Gas Company (Northern), 1111 South 103rd Street, Omaha, Nebraska 68124, filed in Docket No. CP97-609-001 a petition to amend the order issued November 3, 1997, in Docket No. CP97-609-000, et al., pursuant to Section 7(b) of the Natural Gas Act for permission and approval to abandon by sale to Western Gas Resources, Inc. (WGR) unit 6 at the Mitchell compressor station in Pecos County, Texas, rather than by removal, all as more fully set forth in the petition on file with the Commission and open to public inspection. It is stated that by order issued November 3, 1997, Northern was authorized to abandon by sale to WGR certain compression facilities, with apurtenances, located in Pecos County, Texas, (Mitchell facilities) and the services rendered thereby. It is also stated that the November 3, 1997, order authorized Northern to abandon by removal units 5 and 6 at the Mitchell compressor station. It is further stated that concurrent with the approval of Northern's abandonment, the Commission declared in Docket No. CP96-641-000 that once acquired by WGR, the Mitchell facilities would perform a non-jurisdictional gathering function. Northern states that the sale closed effective December 31, 1997, and the facilities have been utilized in WGR's non- jurisdictional gathering operations since that date. Northern states that due to enhanced recovery processes, gas supplies upstream of the Mitchell facilities have increased such that unit 6, which was previously thought to be unneeded, is now required for containing efficient operations of the gathering facilities connected to the subject facilities. Therefore Northern requests amendment of the November 3, 1997, order to approve the abandonment of unit 6 by sale to WGR, rather than by removal. Any person desiring to be heard or to make any protests with reference to said petition to amend should on or before November 13, 1998, file with the Federal Energy Regulatory Commission, 888 First Street, NE., Washington, DC. 20426, a motion to intervene or a protest in accordance with the requirements of the Commission's Rules of Practice and Procedure (18 CFR 385.214 or 385.211) and the Regulations under the Natural Gas Act (19 CFR 157.10) All protests filed with the Commission will be considered by it in determining the appropriate action to be taken but will not serve to make the protestants parties to the proceeding. Any person wishing to become a party to a proceeding or to participate as a party in any hearing therein must file a motion to intervene in accordance with the Commission's Rules. Linwood A.
