RE:  Federal Offset Collections Report for OCSE Cycle 2004-25

Dear Coordinators:

Enclosed is the Federal Offset Collections Report for OCSE Cycle 2004-25.  Please note that this is the last Collections Report for Processing Year (PY) 2004. This report represents Federal Tax Refund and/or administrative offsets, less the current fees of $12.65 per Federal Tax Offset and $15.00 per administrative offset, and any adjustments/reversals for the 1997 through 2004 processing years made during this collection cycle.

Based on 5,247 offsets, the net collections total for OCSE Cycle 2004-25 as of January 10, 2005, is $5,547,604. The year-end total for 1,402,617 offsets is $1,489,147,415. This compares to 1,622,198 offsets for $1,553,949,260 during the same collection cycle last year. The decrease in collections is due to the offsets that resulted from the Advanced Child Tax Credit payments that took place during 2003. There were no such payments or offsets for this year.

For your convenience, also enclosed is the PY 2005 Federal Offsets Collections Schedule. Please note that the “OCSE Process Date” is the actual date OCSE intends to process the collections file. However, the “File to State” and “Transfer of Funds” dates are estimates. We will continue to advise states of actual reporting and deposit dates via Technical Content Correspondence and E-Flash.
