The Office of Child Support EnforcementGiving Hope and Support to America's Children

DCL-99-138                                 DEC 15, 1999

TO:        ALL STATE IV-D DIRECTORS

RE:        Presentation for Judges, Clerks and Court Administrators

Dear Colleague:

As Commissioner of the Federal Office of Child Support Enforcement (OCSE), I remain committed to solidifying the vital relationship between the judiciary and the State IV-D child support programs. To facilitate communication between the State child support programs and the courts, we have developed a presentation for States to use in approaching courts about their role in the expanded Federal Parent Locator Service (FPLS).

Please find enclosed a 3.5" diskette containing a PowerPoint 97 presentation that operates in Microsoft Windows 98. The presentation is entitled "The Expanded Federal Parent Locator Service: Giving Hope and Support to America's Children." It is designed to be used as an overview presentation for judges, clerks, and court administrators to help them understand their role in the FPLS. Copies of the presentation may also be obtained from the OCSE Web site at http://www.acf.hhs.gov/programs/cse/.

The presentation focuses on the legislation that mandated the changes to the FPLS, the automated system requirements on both the State and Federal level, judicial access to FPLS data, data security, the Family Violence Indicator (FVI), and the FVI Override process. It also provides a basis for discussion on how input from the courts will benefit both the State IV-D program, the judiciary, and children through more efficient and effective delivery of services.

OCSE staff remains available to work with States in a variety of means to encourage and foster a partnership with our court counterparts.

Thank you for your continued support and cooperation as we work to improve the lives of our nation’s children.

Sincerely,

David Gray Ross
Commissioner
Office of Child Support Enforcement
