About OCSE Information Exchanges...

The Office of Child Support Enforcement periodically produces information exchanges as a means of providing "at-a-glance" information on innovative enforcement practices. This matrix on New Hire Reporting Requirements is an update of the one issued in January 1999. Information in this version is current as of September 1, 1999.

The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA) mandated the creation of a National Directory of New Hires and required each State to have a New Hire Reporting program in effect by October 1, 1998. PRWORA requires employers to report certain information on their newly hired employees to their State Directory of New Hires (SDNH). (States can add optional data elements to the six federally-required data elements.) States then match this data against their child support case records to locate parents, establish support orders, or enforce existing orders. Each state transmits its state new hire reports to the National Directory of New Hires (NDNH), a component of the Federal Parent Locator Service. Daily searches take place between the NDNH and the Federal Case Registry (FCR), the other component of the Federal Parent Locator Service, to locate parents owing child support who are living in a different state from their child(ren). When the FPLS locates a missing parent, it sends this information to the appropriate states so that they can take the next step in case processing.

The attached matrix lists New Hire Reporting requirements from 50 states, three territories (Guam, Puerto Rico, and the Virgin Islands), and Washington, DC.

We encourage employers to contact their state(s) directly for the most up-to-date information on reporting requirements. Suggestions on how to improve these information exchanges or additional topics for OCSE to address are welcome. Contact:
