New Hire Directory Information Exchange

RE: New Hire Directory Information Exchange Conference

Dear Colleague:

The key to the success of the National Directory of New Hires is dependent on the States' ability to establish new hire directories. States which currently have new hire reporting programs and are able to realize increased collections as a result are perhaps in the best position to assist other States in bringing up new hire reporting systems. For this reason, the Federal Office of Child Support Enforcement is conducting a two-day conference on December 9 and 10 entitled "New Hire Reporting at the State and National Level: Making it Work". There is an add-on meeting scheduled for December 11 for members of the Expanded FPLS Work Group which met in September.

The purpose of the conference is to bring States with New Hire Reporting programs together with States which do not have programs to share information on a wide range of related topics. Our expectation is that this meeting will assist States in developing a State Directory of New Hires from the ground up. States with existing New Hire Directories will have an opportunity to meet with each other to discuss the finer points of new hire reporting, to share successes or obstacles they may have encountered and to begin discussion on how to adapt their existing programs to meet the new federal requirements. We will also be providing an overview of the National Directory of New Hires and the Federal Case Registry, including an update on our implementation efforts.

Invitations for the conference are being sent to State Child Support and Employment Security agencies; employers, including Federal agencies; payroll associations; and others. This will be an excellent opportunity for States to obtain elementary to high level information on new hire reporting and to network with the most knowledgeable experts on this topic. We are targeting our agenda to those persons who will be responsible for implementing new hire reporting in your State. In addition, we will also be targeting persons in Federal and State agencies who will be responsible for providing new hire and quarterly wage data directly to the National Directory of New Hires.

The meeting will be held at the Hyatt Regency in Crystal City, Virginia, just outside Washington, D.C. The room rate is $124 per night. Should your State be able to send only one representative, please know that every effort will be made to maximize the amount of information your representative will have to bring home. Registration forms and logistics are included and an agenda will follow shortly under separate cover.

The designated members of the Expanded FPLS Work Group will be meeting on December 11, to discuss some of the outstanding issues related to the design of the National New Hire Directory and the Federal Case Registry. Many members of this group, some of whom had been working with OCSE on new hire reporting and case registries, met in September, shortly after welfare reform passed, to begin planning the Expanded FPLS in earnest.

In a conference call with Jim Hennessey, President of the IV-D Director's Association, it was decided that rather than greatly increase the number of members on the existing Expanded FPLS Work Group, recently nominated work group members would become members of the newly formed Expanded FPLS Users Group. It is hoped the representative(s) from your State who will attend the December meeting will then go on to join the Expanded FPLS User Group and will serve as State contacts for OCSE in its implementation effort.
