Dear Colleague:

Enclosed you will find the Child Support Enforcement FY 1999 Preliminary Data Report. This report provides, as of June 30, 2000, financial and statistical information on the Child Support Enforcement program for fiscal year 1999. Please note that the numbers included in the report are preliminary and subject to change.

This preliminary data report shows that the FY 1999 State Child Support Enforcement Programs:

Collected more than $15.8 billion in child support payments, an increase of 10% from FY 1998,
Established and acknowledged more than 1.5 million paternities, and
Established 1,153,482 orders for child support.

States used the new OCSE-157 form to report caseload, orders and paternities established, medical support, staffing, and other statistical information to OCSE for FY 1999. The new reporting form includes some of the data elements found on the former statistical reporting forms, adds new information and deletes data elements that are no longer needed. Changes were made to the reporting forms to allow OCSE to meet the requirements of the new performance-based incentive funding system. Since the OCSE-157 form starts a new data series, some information previously reported are no longer available and some FY 1999 data are not comparable to previous years146 data.
