RE: IV-D Management Development Training

Dear Colleague:

The Federal Office of Child Support Enforcement’s (OCSE) National Training Center (NTC) is announcing the availability of the IV-D Management Development Training for IV-D Managers and Executive Staff course.

Originally titled and pilot tested as Leadership Training for IV-D Directors and Executive Staff, the course was developed to provide an overview of the Child Support Enforcement (CSE) program; and practical guidance in the CSE areas of partnering, systems technology, strategic planning, financial management, and privatization. The curriculum aims to equip managers with the information and skills to lead their organizations and ultimately enhance the overall performance of the CSE program.

The training is divided into six modules. This modular design enables the course to be provided on individual basis or as a complete course. The modules are:

  1. Orientation/Overview of Child Support Enforcement
  2. Collaboration with Partners
  3. Systems Technology
  4. Strategic Planning
  5. IV-D Financial Management and Budget Process
  6. Negotiating and Contracting with Private Partners

This design enables training to be provided either on an individual module basis or as a complete course.

The curriculum is on the National Electronic Child Support System (NECSRS) on the OCSE homepage at:

Each module contains discussion points, exercises, PowerPoint presentations and handouts.1

Also, upon request, NTC can provide this course in classroom format using the same modular format. Completion of all six training modules requires approximately 2 ½ days.

The National Training Center is in the process of developing a similar leadership training program for IV-D directors and executive staff. The proposed leadership course will be a more traditional professional development offering and should be ready for pilot testing this year.
