RE: Fiscal Year 2004 Section 1115 Demonstrations
Dear Colleague:
We are pleased to report that 13 State IV-D Agencies recently received funding for 15 section 1115 demonstration projects. The awards were made pursuant to the announcement under DCL-04-15 of March 30, 2004. The attached file describes the new grants which were awarded in six priority areas:
Involving noncustodial parents (NCPs) early to gain their compliance with orders and make regular payments (Ohio).
Integration of the Access and Visitation and Child Support Enforcement Programs (Colorado, Florida, Georgia, Texas).
Improving case referrals from TANF to the IV-D agency to improve performance in one or more incentives (District of Columbia, Florida, Massachusetts).
Avoiding debts through grouping NCPs by level of likely cooperation--the Australian model (Iowa, Nebraska, Tennessee).
Stabilizing the title IV-D Paternity Establishment Participation Rate and improving data reliability (Delaware).
Furthering the child support mission to ensure that all children receive financial and medical support from their parents (Georgia, Minnesota, West Virginia)
