DEAR COLLEAGUE LETTER
DCL-04-24
DATE: June 9, 2004
TO: ALL STATE IV-D DIRECTORS
RE: Interstate Case Reconciliation User Guide: Version 1
Dear Colleague:
Version 1 of the Interstate Case Reconciliation (ICR) User Guide is available on the OCSE web site at: http://www.acf.hhs.gov/programs/cse/newhire/library/nicr/nicr.htm.
This document provides guidance and assistance in processing ICR results data, and is designed for use by managers/decision makers, caseworkers and programmers. It suggests how interstate case data discrepancies identified by the ICR should be corrected, and suggests a prioritization hierarchy for determining which discrepancies should be corrected first.
Please use this document in conjunction with the ICR Technical Data Guide for Extract File and Matching Results. The two documents together provide comprehensive suggestions for automatically processing ICR results, and for effectively reconciling discrepancies that are not candidates for automated processing.
The reconciliation of interstate case data discrepancies is vital to providing more effective service to our nation’s children. We hope that this ICR User Guide will provide you considerable assistance for families with interstate cases in your state.
If you have any further questions or comments concerning the ICR User Guide, please feel free to contact Helen Smith at (202) 690-6639, or hsmith@acf.hhs.gov.
Sincerely,
Sherri Z. Heller, Ed.D.
