RE: Accessing the U.S. Federal Parent Locator Service (FPLS)

Dear International Colleague:

The purpose of this letter is to inform you of the appropriate contact information for accessing the U.S. Federal Parent Locator Service (FPLS). The FPLS has the capacity to find and provide information about a person who is being located in the U.S. for child support purposes.The purpose of the FPLS is to provide a national directory of employment and unemployment information that will enable state Child Support Enforcement agencies to be more effective in locating noncustodial parents, establishing child support orders and enforcing child support orders.

Our statute, Section 459A(c)(2) of the Social Security Act, provides that the United States Central Authority will “facilitate support (maintenance) enforcement in cases involving residents of the United States and residents of foreign reciprocating countries” by notifying “foreign reciprocating countries of the State of residence of individuals sought for support enforcement purposes, on the basis of information provided by the Federal Parent Locator Service.”
